When we use the Rest API to create a new Organization we cannot create a vApp in that Organization through the API or UI. When we attempt to create the new vApp in the UI we receive an error Cannot create netwrok xyz already exists. If we go into the UI, view the properties of the Org, and click ok (no changes just click ok) then everything works fine.
Has anybody seen this before?
